I think it does for table space. I've literally changed my table arangements about 3 times for my warhammer fantasy group. I'm now up to eight bodies total around the table(s) including myself and have to have a long table that you'd find commonly in a cafeteria and a roundtable with a poker top. Don't know why i just find it amusing. lol

The only real limits to party size for a game is available table space and how many people the GM can handle at once.

I've known people with mass tale space, but can only handle a group of 3 and then there's me who tries to handle whatever (13 for Dark Heresy!!!)

But yeah, table space is usually the governing factor.

Minimum of 3 players and 1 GM.

Maximum of 6 and one GM.

When I used to run the old STAR TREK role playing game (the FASA version) our rule of thumb was : Number of players should equal the number of characters that could be beamed up or down from a standard tRasport Room.
That worked out to 6 characters.
Also I tend to add 30 minutes of playing time required for any group larger than 3 or 4 players. That way each player gets enough time (potentially) in the spotlight.
