40K 7th Edition Early Rumblings - Rules Percentages
Posted by Larry Vela at 4/30/2014 BOLS

Following up on this week's report of GW ramping up for 7th Edition in May, here's the latest batch of rules morsels of what we will see:

Overall, we are NOT looking at a massive overhaul to the game. Look for a lot of fine tuning, and massaging of the more broken parts of the current 6th Edition to integrate the later rulebooks and clean things up.

First up - Percentage FOC limits (like in Warhammer Fantasy):

40%+ Troops

10%-30% HQ (single character HQ Warlords can break this limit)

<20% Elite

<25% Fast

<25% Heavy

<25% Lords of War

<20% Fortifications...can take multiple fortifications

<25% Allies, Secondary Detachments, or Allied Army Formations

<50% Primary Army Formations

+++We consider this set average reliability+++

Hmmm, so who who you think are the winners and losers with these changes:

We are still very early in this rumor cycle, more as we get it. Expect the drip-drip-drip to accelerate in the next couple of weeks.

From BOLS:

Following up on this week's report of GW ramping up for 7th Edition in May, here's the latest batch of info doing the rounds on the book itself:

These two sets of rumors broke within the last few hours and are doing the rounds:

via DakkaDakka's: krazynadechukr
Just wanted to throw in something my Memphis GW source clued me in on.

Apparently (as we all know) there is a "new" rulebook coming out, and it is a corrected/updated version of 6th (not being referred to as either 6.5 or 7th, but unofficially as "Revised 6th" at hq in Memphis), with escalation and strong added in the book, amongst other books/supps, d weapons, and some other stuff. 673 pages, $99.99. New cover. There will be new templates and starter box, plus other items. For GW, they want this to be the same big fanfare of a new (40k reawakening) release, new rules, for newcomers, but keep current players (happy?).

For those who have 6th, and the other books, there's going to be a faq pdf so you can use current books still, apparently. This will be good for another 3 to 4 years.

So I'm being told... (same guy who told me of website change, scions, and astra name/codex...).

via Lords of War Facebook page:
7e 40K Rulebook comes in a slipcase with 3 books – rules, miniatures showcase, background
We are still very early in this rumor cycle, more as we get it. Expect the drip-drip-drip to accelerate in the next couple of weeks.

I think this will be a huge game changer for some armies if they change things. I remember in 5th edition that 2000 point games were not as common as they are now. The double force org and double allies things really changed things.

If they go to percentages as described then they essentially kill or invalidate several of the new codex releases without forcing them to play with allies to make up the minimum required slots.

Inquisition has no troops only elites.
Imperial Knights no real force org slots but certainly not "troops"
Legion of the Damned only elites not even an HQ (yeah they need allies anyways outside of a single mission).

It also basically gets rid of dataslate additions unless you go to higher and higher massive point levels.

So the big losers would be any army with substandard troops and weak units in a few of the FOC categories or expensive but effective units.

Some armies like Necrons could effectively play Lord of War units at very low points but Eldar could not.
