So marker lights are able to completely stip away cover saves that much I know.

I'm wondering if it is in fact a cover save the vehicles get for moving fast.
If so a vehicle that has moved fast gets a 4+ cover save for moving fast does that mean with the marker lights I can strip away that cover save and go straight for the kill with rail guns?
