The witch hunter codex says that on page 40 that if you are playing a game against witch hunters you can give one of your HQs a psychic power from the box on that page for free.
Does this constitute changing your army list? Or can you just take it at the beginning of a game?

I'm pretty sure that only applies to the special mission they give you to play.

it only applies to times when both players agree, it is not a set thing you get or thats my understanding of it anyways
